21 people have faced prosecution for paying for sex since the law was introduced.
It became illegal in April of 2017 to purchase sexual services.
The Director of Public Prosecutions directed three of these cases for prosecution last year, and six this year.
They include a total of 21 suspects, in Cork, Dublin, Louth, Wexford and Donegal.
Sheila Crowley from Ruhama, which supports women affected by prostitution, says the figures are very low, but that Gardaí are trying to enforce the law: 'I would hope to see more arrests in the future because that's the only way there will be a deterrent to men buying sex. Men have said that the only thing that would deter them would be the embarrassment of getting caught and going to court.'
