16 US states are trying to sue Donald Trump over the building of his planned border wall with Mexico.
They argue it's illegal for the President to use emergency powers to get funding for it, when Congress didn't agree to it.
California is one of the states that will attempt legal action against the President for declaring a national emergency.
The 14 other states joining California and New York in the lawsuit are Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, Oregon and Virginia.
All of the states that have filed a lawsuit have Democrat attorney generals.
