Over fourteen hundred listed personnel left the Defence Forces last year.
The Government is today considering a review of the Defence Forces pay and recruitment.
It's expected that the report will recommend an increase for allowances but not core pay.
A review of pay for certain grades is also likely to be recommended.
Gerard Guinan - General Secretary of PDFORRA - says a 10 percent increase in allowances would be a welcome move.
While RACO General Secretary Conor King says members are leaving because they are the lowest paid public servants.
He says 85 percent of the defence force personnel are under the average public sector wage. Mr King says the sector has the lack of ability to take strike and industrial action. He says the unique nature of military service must be recognised by the State.
