He spoke out after restaurant chain Côte was accused of 'misleading' diners by using service charges to subsidise wages.
Campaigners warned this was just the 'tip of the iceberg', adding that many restaurants are keeping all or part of the service charges automatically added to bills rather than passing them on to staff.
