OECD expert David Haugh, who wrote the report, said that unemployed couples who have children do the best out of Ireland’s ‘generous’ benefit system.
However, Bríd O'Brien of the INOU says it’s important to remember that unemployed people in rural areas can find it harder to get a job.
"There are logistical reasons why people in certain areas of the country struggle to secure work."
