Solidarity TD Paul Murphy has published a bill which would prevent business from introducing anti-homeless devices such as sprinkler systems.
Paul explained, "There's been a proliferation of these in recent years to effectively deter homeless people from using buildings for shelter or sleeping."
"This bill would mean that these infrastructure developments would need planning permission."
But Dublin City Councillor Mannix Flynn says, "Most of these properties are private and a person has a right to put up a gateway or barrier. There's also an issue of staff coming in and finding it very difficult to get beyond the person who's sleeping there."
"I believe these devices are not anti-homeless devices - they're simply there to protect the person."
