Middle ranking Gardai are accusing the Government of "policing on the cheap".
The Association of Garda Sergeants and Inspectors says there is no funding earmarked for the training of new recruits.
The AGSI also says a €5 million site for a tactical training centre near Templemore in Co Tipperary has been left idle and rotting.
